I don't agree the content should be centralized. I think users should be
able to add layers and aerial images using a program like a browser
extension. The content will be hosted on own users computers, something like
what Opera Unite does: http://unite.opera.com/ if the user who is providing
the content is not always online, the other users will be able to download
the content of this user to be used offline. We could have a possibility to
be notified by content added to a predefined area, to see if we want to
download the the content.
I'm just an "normal" user, don't know if this idea can be done. Wait
feedbacks.
